I'm not sure if this was mentioned in one of the links posted, but the Russians did a test on their prisoners where they put the same amount of fluoride in the water as the average for the U.S.: 1 Mg per Kg.
After a year of this, the prisoners showed less ability to think for themselves and were easier to control. After that year they stopped putting fluoride in the water. A year later, the prisoners had not gotten back any of the mental capacities that they had two years before: before any fluoride had been added to their water.

I'm not seeing it referenced to Russian prison camps, but I am seeing a number of articles mentioning that it was used in Nazi prison camps for the reasons you mentioned. Scary stuff.

Besides, why stop with fluoride and not add other metals or dietary supplements to the water supply?
Most of the water supply in the USA is fluoridated, it is used in nearly every mainstream toothpaste.
