Is there a good chance that this is linked to police operations, an extension of that? If so, isn't it illegal? And if so, why is it happening and why isn't anything being done about it?

Btw, I have ongoing experiences with this. Though, it's hard to know at times, because... That's just how it works. People become sensitized and once that happens, they see things even if those things have nothing to do with them. For example: It's an ordinary day and your taking a stroll as usual. You've taken this stroll many times, but this time it's different. Things begin to happen as if they were meant to happen in that odd way; you might see two people walking towards you, one is wearing a blue tie and the other has a red one on. That's a little odd, but nothing as odd as this: as they come near you, one says to the other: "did he see us?" - the other glances at you and responds: "yes." Obviously, this would definitely be strange to anyone, but you forget about it and carry on. Next, quite a whiles away, you see the same thing - the red and blue tie - but with two different people and this time they're wearing sunglasses. Again, weirder. Now, as the day progresses, more and more "things like this" happen. Soon, you'll become sensitized (if you haven't already) and you'll see all sorts of weird things. Not all of "these" have to be "acted-out" on purpose as part of some plan, because you've already been sensitized. Some time may pass, you may get back to normal or you may not. They're there anyway, and so, if they see that you're no longer paying attention, then they'll sensitize you back again and it'll continue like this to whatever end and for whatever purpose.

Trick of the mind? If it was happening to you, then you wouldn't think so, although, you would be questioning your sanity. However, when does your occasional coincidence become something more than just a coincidence?
