I'll break this down to the quick question (with options that I can relate to):

Would a sojourn into East Africa (Uganda, Ethiopia, etc.) be most like 1) taming the "Wild West"; 2) taming modern-day Louisiana; 3) enlightening medieval Europe; or 4) taming Canada?

It would be most like trying to tame Harlem, in New York City, near the Bronx Zoo.

Yeah, I dont find any of these examples that useful either.
Lets start with the DNA of the Y chromosome which produces the 'beta' or 'alpha' personality. All the news is about the alphas, their warrior prowesss, etc, but it turns out that the competent mothers are descended from the betas. The daughters of alphas abandon and abuse young. Too many alpha sperm donors, and the kids in the tribe dont survive to grow up to be alpha warriors.

Its the beta females and males who adopt the abandoned and abused kids. But a tribe that dont have enuf alphas has all their betas killed and women stolen. And in the tropics, warfare went on all year around. Diamond reports that when whites first found the New Guinea highlanders, 25% of the men died in battle. Compare this with WWII, the bloodiest period in Europe, that had 2-3% of the soldiers on both sides die. Or the graveyards of their yeoman farmer ancestors, who had only 5% of the signs of violent trauma on the skeletons as seen in the tropical hunter tribes.

And, it turns out, that as the melanin level rises, so does the level of adrenalin while the levels of dopamine and seratonin decline. The former speeds reflexes, but also creates impulsive aggression. The low seratonin level sharpens senses, but that makes for disturbed sleep, and they wake up grouchy. The dopamine interacts with alcohol to exacerbate both of these problems.

During a purge, a Russian geneticist was sent to Siberia to a black fox ranch. The fur is favored for hats. I routinely get called racist for reporting these facts. But the fact remains, that some black men are beta, and if you bred just them, the rate of violence would prolly drop dramatically. Conversely, if you look at the male family members of men in prison for violence, be they white, black, or whatever, you find others in the line that also have violent records. There are DNA markers for it which make it more common in Blacks & Hispanics. but no matter what the race, I think the young women need to be warned, and advised on how to find men, or Y chromosome lines that dont have the markers for violence.

Highly successful smart white women, who've not found a suitable husband, are now going to fertility clinics to get sperm donations from the most promising lines. I think poor women, of whatever race, deserve the same, and an NGO that went to Africa that offered fertility clinic services, would do a lotta good.

Without that, none of the developmental models you suggested will do much good. An NGO clinic that offered Scandinavian Y chromosome lines would be most helpful because of the wide variety of immune responses the descendants of the Vikings inherited, even including HIV. That would also eliminate the risk of sickle cell anemia. but all this is too racist for most people to think clearly about. Nobody'll ask the women.
