There's something to this although simplified to an insane level (perhaps another problem with modernity and productivity?).

In the modern mindset there's not really much concern for the fate of millions in camps, "occupied territories" or other regions tortured by mismanagement, war or famines. There's of course a token concern, charity, campaigns, but in the end it's not stopped. Really is that much different from the holocaust and the general discourse in Germany in the 40's? The Germans didn't start out with the plan but their policies let to the unpleasant solution to the "problem". Perhaps the day will come that the only "humane" solution left to a camp full of starving and diseased population would be instant death? Treating people as human beings starts way, way earlier in the game.

All in all humanitarianism and tolerance is something one has to be able to afford, at least historically.
